This was one of first hit songs to feature a synthesized drum. The hook was the synthesized drum of Carl Marsh, which produced a sound that became copied by many other Disco records. Written by Ward's producer Frederick Knight (known for his 1972 hit "I've Been Lonely For So Long), it was originally intended for 11-year-old Stacy Lattishaw, but when she signed with a different label, Ward was asked to sing it instead.
She disliked the song and only recorded it as Frederick Knight insisted they needed another dance number on the album. It reached No. 1 in 1979 in both the UK and US mainstream music charts, and was her only hit. http://en.wikipedia.org/wiki/Ring_My_Bell
TBH, the newer edits drive me bonkers. The "pingy/dooohy" thing comes in straight atcha, instead of being a progression into the last part of the piece, as in this original. Her voice is slightly juvenile and sickly, again if I'm being honest, but the whole thing just makes my feet want to move in time. It passes muster!

[P.S. This is the original, where the "ping!" or "doooh!" does not start until the second half of the record!]

A fine example from hazy transition between old school disco and new wave dance pop, right up there with "Funkytown" and "Heart of Glass."
