Definitely the work of the producers here that caused this track to be sampled by Portishead, Hooverphonic & Mono, but I found quite a bit of the trip pop scene to be heavily influenced by David/Bacharach. For example everything on Mono's album had that stamp.

The pioneering 'trip hop' sound here was down to producers Bell & Hayes production and engineer Manning. But, yeah, great cover - and RIP Hal.
